自然科学研究機構特任教授の小泉周らが中心となり、Japan Open Science Summit 2023において、「オープンサイエンス時代のオープンアクセス」と題するセッションを開催しました。STM協会から代表のCaroline Sutton氏、新井 克久氏、Anders Karlsson氏、さらに文部科学省科学技術・政策研究所の林和弘氏も登壇し、日本政府の即時オープンアクセス方針や、出版社との転換契約など議論しました。最後に、以下のような取りまとめを発表し閉会しました。

 　In order to follow the Japanese government's policy of immediate open access by 2025 and to promote more open access publishing in Japan, all stakeholders like researchers, librarians, academics, STM association, and publishers need to work together to create a transparent and sustainable open access ecosystem. In doing so, it is essential to establish a system that protects the rights of authors and ensures that everyone has equal access to a wide variety of scholarly publications. Furthermore, it is important that we, as a nation, ensure diversity of publishers, supporting not only major publishers but also small publishers who support specific fields, such as Japanese humanities and social sciences, to make open access possible.

 　There is no right answer as to how open access should be promoted in Japan. All stakeholders must work together to find the right approach for Japan.

　2025年までに即時オープンアクセスを実現するという日本政府の方針に従い、日本におけるオープンアクセス出版をより促進するためには、研究者、図書館員、学術関係者、STM協会、出版社などすべての関係者が協力して、透明で持続可能なオープンアクセスのエコシステムを構築する必要があります。そのためには、著者の権利を保護し、誰もが様々な学術出版物に平等にアクセスできるようなシステムを確立することが不可欠です。さらに、オープンアクセスを可能にするために、大手出版社だけでなく、日本の人文・社会科学など特定の分野を支える小規模出版社も支援し、国として出版社の多様性を確保することが重要です。

　日本でオープンアクセスをどのように進めていくべきか、正解はありません。すべての関係者が協力して、日本に適したアプローチを見つける必要があります。
